What the wording tells us
The condition describes a state the other player has to be in: they must have finished assembling a gun before you did. Killing someone who is still collecting parts does not satisfy it.
Under that reading it also rules out being first — the wording needs someone else to have finished ahead of you. That follows only if "before you" refers to the assembly; read against the moment of the kill, it does not.
